Strange bugs on my horse's stomach?!?

I have ruled out bots and mites. Could be a fly of some kind but I'm not sure, they look like itty bitty black and grey bees and they have brutalized her belly overnight! I put swat on them but what exactly are they? Shes perfect and I hate seeing her this miserable!
