Why did he do this if he likes me alot?

Please read I need help :( my ex gave his friend my number but he had a gf we would flirt and talk everyday then they broke up. Then we finally met. We started liking eachother, alott. Lik he told me stuff everyday and hes the realtionship guy he wouldnt hurt a girl. He said he would ask me out when we hangout again. Then he told me a week later he likes this other girl and I said its fine he told me she was mad cuz she thought he was gonna a ask me out nd I said u can go out with her(not knowing he would) he did nd he said we should still talk but were not talking..?
