If God intelligently designed the universe, then why aren't all women's boobs bigger?

Some women have really small boobs, like smaller than my pecks. Why would a God create such flat chested chicks? I'm mean, if God is truly everywhere, why would he wanna be in the chest of itty bitty bewbs?
